Bagmati coalition collapses as UML withdraws support

All six ministers from the CPN-UML serving in the Bagmati Provincial Government have collectively resigned, formally withdrawing the party from the ruling coalition.

The ministers submitted their joint resignation to Chief Minister Indra Bahadur Baniya.

In a letter addressed to the Chief Minister, UML Bagmati Provincial Parliamentary Party leader Jagannath Thapaliya stated that, in accordance with Article 168(2) of the Constitution of Nepal, the party had decided—considering the current political situation—that all UML ministers would resign with immediate effect. The letter also requested the Chief Minister to accept the resignations and proceed with the necessary constitutional and legal processes.

Speaking to Onlinekhabar, Thapaliya confirmed that the UML had also withdrawn its support for the Bagmati Provincial Government.

The resigning ministers are:

• Madhusudan Paudel, Minister for Agriculture, Livestock, Forests and Environment;
• Dr. Dinesh Chandra Devkota, Minister for Physical Infrastructure Development;
• Jayaram Thapa, Minister of State for Transport under the Ministry of Industry, Tourism, Labour and Transport;
• Bharat Bahadur KC, Minister of State for Forests and Environment under the Ministry of Agriculture;
• Kiran Thapa, Minister of State for Health under the Ministry of Health and Social Development; and
• Bindu Shrestha, Minister for Industry, Tourism, Labour and Transport.

The ministers had returned to Kathmandu after attending a Cabinet meeting on July 16 (32 Asar) and arrived in Hetauda on Tuesday night, five days later, to formally submit their resignations.

According to Minister Paudel, the party leadership issued a clear directive to resign after UML Chairperson KP Sharma Oli and CPN (Maoist Centre) Chair Pushpa Kamal Dahal “Prachanda” held discussions on Monday regarding power-sharing arrangements in the provincial governments.

The Nepali Congress–UML coalition has governed Bagmati Province since August 2024 (Shrawan 2081). After nearly two years in office, the UML’s withdrawal of support has reduced Chief Minister Baniya’s government to a minority.

Under the Constitution, Chief Minister Baniya must now seek and secure a vote of confidence from the Provincial Assembly within 30 days.
