Cabinet approves rules to digitise government decision-making process

Kathmandu, September 16

The government has made public six key decisions taken by the Council of Ministers at its meeting on Wednesday.

Government spokesperson and Education Minister Sasmita Pokharel announced the decisions following the Cabinet meeting held at the Office of the Prime Minister and Council of Ministers.

The key decisions are as follows:

• The Cabinet approved the Government Decision Process Simplification and Digitalisation Rules, 2026, aimed at simplifying and digitising government decision-making procedures.
• It set the advance tax rate on gains from the disposal of securities listed with the Securities Board of Nepal. For natural persons, an advance tax of 3.5 percent will apply to gains from securities held for more than 365 days, while a 5 percent rate will apply to gains from securities held for 365 days or less.
• Kshetra Prasad Kattel, Ram Prasad Bhattarai and Baburam Dahal, gazetted first-class officers of the Nepal Judicial Service, Judicial Group, have been promoted to the gazetted special class.
• The Cabinet decided to issue an order allowing a Saudi Arabian lawyer to be granted power of attorney to pursue insurance and compensation claims on behalf of Nepali citizens who have died or been injured in Saudi Arabia.
• The Revolving Relief Fund Operation Procedure, 2026 was approved.
• Joint Secretary Kaliprasad Parajuli of the Nepal Administration Service was promoted to the post of Secretary in the gazetted special class.
